Hawaii Department of Health Seeks Public Comment on Air Permit for Mobile Crusher Operation

The Hawaii Department of Health (DOH) is requesting public comments on a draft air permit regulating air pollutant emissions from a mobile stone crushing operation by SBR, Inc.

The proposed permit covers a 340-ton-per-hour mobile crusher planned for use at temporary sites throughout the state, with its initial location off Hawaii Belt Road in Kailua Kona, Island of Hawaii. (Docket No. 25-CA-PA-02).

The draft Temporary Covered Source Permit (CSP) No. 0911-01-CT, Application No. 0911-01, grants conditional approval for the operation of the crushing plant, which will utilize water suppression to minimize fugitive dust emissions. The operation is subject to federal regulations under 40 CFR, Subpart OOO, governing nonmetallic mineral processing plants. The public can review the administrative record, including the permit application, supporting documents, permit review summary, and the draft permit, online at http://health.hawaii.gov/cab/public-notices/.

Physical copies are also available for inspection during regular business hours at the DOH Clean Air Branch in Pearl City on Oahu, and the Sanitation Branch in Kona, and the Hawaii District Health Office in Hilo.

Written comments and requests for a public hearing must be postmarked or received by March 27, 2025, and addressed to the Clean Air Branch, 2827 Waimano Home Road, #130, Pearl City, Hawaii 96782.

Individuals requesting a public hearing must explain their interest in the matter and the reasons a hearing is necessary. The DOH will determine if a hearing is warranted and will provide at least 30 days’ notice if one is scheduled. Copies of the administrative record are available for a copying fee of five cents per page. Requests can be sent to the Clean Air Branch or by calling Mr. Evan Fujimoto at (808) 586-4200.

The DOH encourages comments addressing the permit conditions and the facility’s compliance with air pollution laws, including National and State Ambient Air Quality Standards, Hawaii Revised Statutes (HRS) Chapter 342B, and Hawaii Administrative Rules (HAR) Chapter 11-60.1.

The DOH will issue a final decision on the permit after reviewing all public comments and will notify all commenters of its decision.
