Couple Arrested in Connection with Rental Car Theft from Hilo Beach Park

HILO, HI – Hawai‘i Island police have arrested and charged Spencer Ah Nee, 32, and Andrelin-Stacey Ramos, 36, both of Hilo, in connection with the theft of a rental vehicle from Onekahakaha Beach Park on Sunday, February 9, 2025.

The incident began when an elderly tourist reported the theft of his rental vehicle shortly after 10:20 a.m. on February 9th. According to the victim, an unknown man stole the key to his rental car and then drove off with the vehicle and its contents.

The stolen vehicle was recovered two days later, on Tuesday, February 11th, after multiple 911 calls reported a man and woman engaged in a domestic dispute inside a sedan at a beach park in Hilo. Upon arrival, officers recognized the vehicle as the stolen rental car.

While Ramos was apprehended at the scene, Ah Nee fled, prompting an unsuccessful area search. Ramos was subsequently charged with second-degree unauthorized entry into a motor vehicle, with bail set at $2,000. An arrest warrant was issued for Ah Nee, identified as the driver of the stolen vehicle.

Two weeks later, on Monday, February 24th, Hilo patrol officers located Ah Nee in downtown Hilo and arrested him, not only for the rental car theft but also on two additional outstanding criminal arrest warrants. During a search incident to arrest, officers discovered a syringe containing methamphetamine in Ah Nee’s pocket.

After consulting with the County Prosecutor’s Office, Ah Nee was charged with the following offenses:

  • First-degree unauthorized control of a propelled vehicle
  • Two counts of first-degree theft
  • Third-degree theft
  • Fourth-degree theft
  • Third-degree promotion of a dangerous drug

His bail was set at $40,100.

The Hawai‘i Police Department is using this opportunity to remind the public that Hawai‘i law provides for increased penalties for crimes intentionally or directly targeting individuals aged 60 and older. These crimes include, but are not limited to, unauthorized entry, intended bodily harm, forgery, and theft.
