DEPARTMENT OF HAWAIIAN HOME LANDS SEEKS RENEWABLE ENERGY PROJECT PROPOSALS

Hilo, Hawaiʻi — The Department of Hawaiian Home Lands (DHHL) is inviting renewable energy producers to submit proposals for a project on Hawaiian home lands in Hilo. This follows the receipt of an unsolicited proposal for a renewable energy development on the site.

Project Details:

  • Location: 12.75 acres in Waiākea, South Hilo
  • Address: Railroad Avenue, directly across from the HELCO Facility
  • Tax Map Key: (3) 2-1-025:086
  • Zoning: General Industrial (MG-1a)

Proposal Requirements:
Interested parties must submit the following details for consideration:

  1. Timeline for project completion
  2. Financial plan for project financing
  3. Conceptual design of the project
  4. Business concept overview
  5. Landscape and acreage requirements, including public and private land needs

Deadline:
Proposals and comments must be submitted to DHHL within 30 days from the issuance of this notice.

Evaluation Process:
Proposals will be reviewed under the public process mandated by Hawaiʻi Revised Statutes (HRS) Section 171-95.3. The Hawaiian Homes Commission, with support from the Department of Business, Economic Development, and Tourism, will oversee the evaluation.
