HILO, Hawaiʻi – The County of Hawaiʻi Department of Parks and Recreation is offering a unique opportunity for mobile vending stand operators to establish their businesses at some of the island’s most frequented parks and recreational spaces. The County is currently seeking bids for lease concessions to operate within designated areas at various County parks.
This initiative aims to enhance the visitor experience at these locations by providing convenient access to refreshments and other services. Mobile vending operators can submit applications for lease concessions at the following locations:
- Onekahakaha Beach Park, Hilo
- Reed’s Bay Beach Park, Hilo
- Cooper Center, Volcano
- Isaac Kepoʻokalani Hale Beach Park, Puna
- Kailua Park (Old Airport), North Kona
- Panaʻewa Rainforest Zoo & Gardens, Hilo
Interested parties must file a notice of intent to bid on or before 2 p.m. Thursday, May 15, 2025, with the Director of Finance. This notice must be submitted via Public Purchase (www.publicpurchase.com), the County’s designated e-procurement system. The required form is provided by the Director of Finance through the Public Purchase platform. All questions regarding the Invitation for Bids (IFB) must also be submitted through the Public Purchase system to ensure transparency and equitable access to information.
Sealed tenders will be received electronically and publicly opened at 2 p.m. Friday, May 30, 2025, in the Office of the Purchasing Division, Department of Finance, County of Hawaiʻi, located at 25 Aupuni St., Hilo.
