Hawaiʻi County Council Passes Bills for Zoning and Water System Improvements

Hawaiʻi Island – The Hawaiʻi County Council passed two bills on their first reading at a meeting on August 6, 2025. The council also passed an ordinance on its second and final reading at a separate meeting in July. All votes were unanimous or nearly unanimous.


Bills Passed on First Reading (August 6, 2025)

  • Bill 29 (Draft 2): This bill amends the county’s zoning code to allow for the establishment of special zoning districts using geographical descriptions other than the traditional “metes and bounds” method. The vote was 8-0, with Council Member Galimba absent.
  • Bill 74: This bill authorizes the County to issue a general obligation bond for up to $275,000 to the United States Department of Agriculture (USDA). This bond will secure a loan from the USDA to finance a portion of the costs for a new public water system serving Iki Place, Kōhanāiki Homesteads in North Kona. The vote was also 8-0, with Council Member Galimba absent.

Ordinance Passed on Final Reading (July 23, 2025)

  • Ordinance 25-60 (Bill 58): This ordinance amends the Parks and Recreational Facility Schedule by renaming Kaumana Lani Park as “Yet Sung Chang Park” in honor of Yet Sung Chang. The bill passed with a 7-0 vote. Councilmembers Kanealiʻi-Kleinfelder and Chair Inaba were absent.
