Hilo, Hawaiʻi – The County of Hawaiʻi Office of Housing and Community Development (OHCD) has announced the applications accepted by the Planning Department in June 2025, in accordance with the Hawaiʻi County Code. These applications cover a range of proposed developments and land use changes across the island, now open for public inspection.
The applications are categorized by the type of review required:
Windward/Leeward Planning Commissions: These applications require review by the respective Planning Commissions due to their scope, often involving Special Management Area (SMA) Use Permits, Special Permits, or Zoning Amendments.
- Kehena Beach Estates, Pahoa (Puna): Michael Stehle & Lisa Doggett-Stehle seek an SMA Use Permit to construct a new single-family dwelling and associated improvements on an 11,921 sq. ft. lot (TMK: 1-2-030:012).
- 75-5994 Ali’i Dr., N. Kona: Scott F. Church & John Totah have two related applications:
- An SMA Use Permit for the construction of a new single-family dwelling and associated improvements on a 15,203 sq. ft. lot (TMK: 7-5-019-030).
- A request for the Revocation of Special Management Area Use Permit SMA 03-007 for the same property (TMK: 7-5-019:030).
- 32-962 HI Belt Rd., N. Hilo: Dustin James Hollenback & Eszter Trust are seeking an SMA Use Permit to construct a new 2-story dwelling, an agricultural building, and related improvements on a 10,000 sq. ft. lot (TMK: 3-2-003:001).
- 16-1325 Moho Rd., Kurtistown (Puna): Hawaiian Acres Community Association has applied to Amend Special Permit No. 845. This amendment would include the development and operation of a certified kitchen, expand community uses on the 3-acre property, and increase the number of farmer’s market stalls from 20 to 25 (TMK: 1-6-052:002).
- County Council Initiated Bill No. 63 (PL-CCI-2025-012): This is a proposed Amendment to Chapter 25, Article 5 of the Hawai’i County Code, specifically relating to permitting dwellings in the Industrial-Commercial Mixed (MCX) Zoning District.
- 350 Kapiolani St. (Hilo): Ikaika Ohana seeks to Amend Change of Zone Ordinance No. 21-17 (PL-REZ-2009-103), specifically Condition D (Time to Complete Construction) for a 219,169 sq. ft. parcel (TMK: 2-4-025-048).
Additional Farm Dwelling Agreements (AFD): These applications involve requests for additional farm dwellings on agricultural properties.
- 76-5833 Mamalahoa Hwy., N. Kona: Todd & Jamie Cales have applied for an AFD on a 3.17-acre property (TMK: 7-6-003:030).
Plan Approvals (PLA): These applications involve various development plans and changes of use.
- 64-1007 Mamalahoa Hwy., S. Kohala: Robert Simms/Waimea Village LLC propose a Change of Use from a Single-Family Residence (SFR) to a Warehouse on a 1-acre parcel (TMK: 6-4-006:016).
- Mikahala St., Puna: Donovan K. Enanoria/Donovan K. & Kimberly R.K. Enanoria Trust propose a new Warehouse on a 31,450 sq. ft. lot (TMK: 1-6-151:009).
- 238 Hawai’i Belt Rd., S. Hilo: ALK, LLC/Hawaiian Ola Brewing Corp. propose a Micro-Distillery with a Restaurant & Tasting Room and Covered Seating on a 10.942-acre property (TMK: 2-6-015:001).
SMA Assessments (SAA): These assessments evaluate proposed activities within the Special Management Area for their potential impact.
- 27-109 Kopilimai Rd., S. Hilo: The DJS Group, LLC/Shropshire Group, LLC propose Ag-based Commercial Operations on a 76.674-acre parcel (TMK: 2-7-004:025).
- 69-2006 Paniau Pl. (and others), S. Kohala: Nani Paniau Estate LLC plans to construct Single-Family Dwellings and related improvements on multiple parcels totaling over 170,000 sq. ft. (TMKs: 6-9-001:007, 018, 023-027).
- 75-5858A Kahakai Rd., N. Kona: Blake Kolona/The Kona Seas Limited Partnership seek approval for Concrete Spalling Repairs on a 31,450 sq. ft. property (TMK: 7-5-009:042).
- 77-165 Lako St., N. Kona: Jason Hulce; Kona Built Construction/Lutheran Church propose Grading on a 5.24-acre parcel (TMK: 7-7-004:056).
- 74-381 Kealakehe Pkwy., N. Kona: Kona Marine Holdings LLC/State of Hawai’i propose Fuel Storage Tank Replacements on a 13,300 sq. ft. site (TMK: 7-4-008:040).
