KAILUA-KONA, Hawaiʻi – The Hawaiʻi Fire Department (HFD) has officially begun lifeguard services at Kohanaiki Beach Park, a popular surf spot locally known as “Pine Trees.” The newly constructed lifeguard tower is now installed and staffed, with a traditional Hawaiian blessing and dedication ceremony scheduled for today, Friday, June 13, 2025, at 3:30 p.m. at the tower site.

The establishment of this lifeguard tower was passionately advocated for by Rachel Able, whose daughter, Lily Able, a skilled surfer, tragically sustained fatal injuries while surfing at Kohanaiki. Rachel Able worked tirelessly with county and fire department leadership to prevent similar heartbreaks for other families.

County of Hawaiʻi Mayor Kimo Alameda expressed gratitude for the community’s support and Rachel Able’s dedication. “Many community members in North Kona have shared how happy they are to see lifeguard service at Kohanaiki Beach Park,” said Mayor Alameda. “I am grateful for Rachel and everyone at the county who put in the work to make this project a reality.”

Fire Chief Kazuo Todd emphasized the significance of the new service. “This tower is more than infrastructure—it is a commitment to protecting lives and honoring Lily’s legacy,” said Chief Todd. “The community’s voice, led with courage and love by Rachel Able, helped make this happen.”

The Fire Department allocated funds from its budget for the tower’s purchase and construction, in coordination with the Department of Parks and Recreation and support from the Mayor’s Office. Staffing for the lifeguard service was included in the FY2025 budget, marking this as the first expansion of lifeguard services under the current administration.

Lifeguard Services at Kohanaiki The tower will be staffed daily by HFD Ocean Safety officers who are certified in open-water rescue, advanced first aid, CPR, and public education. Kohanaiki becomes the 13th beach under HFD lifeguard protection, reinforcing the department’s mission to safeguard residents and visitors across Hawaiʻi Island’s diverse coastline.
