Hilo, Hawaiʻi – The Hawaiʻi Police Department (HPD) is inviting the public to participate in two upcoming hearings to discuss proposed changes to the rules governing gun permits and licenses on Hawaiʻi Island. These updates aim to modernize the process and ensure compliance with a state law that took effect in January 2024.
HPD plans to cancel its existing rules for carrying concealed and unconcealed weapons, which were established in 1997. In their place, new rules, designated as “Rule 1” and “Rule 2,” will be created. These new regulations will update the application and issuance process for gun permits and licenses, and will also outline procedures for individuals whose permit or license applications are denied.
Public Hearing Dates and Locations:
- West Hawaiʻi Hearing:
- Date: Monday, August 11, 2025
- Time: 5:00 p.m.
- Place: West Hawaiʻi Civic Center, Council Chambers, 74-5044 Ane Keohokālole Highway, Kailua-Kona
- East Hawaiʻi Hearing:
- Date: Thursday, August 14, 2025
- Time: 5:00 p.m.
- Place: Aunty Sally Kaleohano’s Luau Hale, 799 Pi‘ilani Street, Hilo
At both meetings, members of the public will have the opportunity to give oral comments or share their opinions on the proposed changes, with each person allotted three minutes to speak.

Copies of the proposed rule changes are available for review online at https://www.hawaiipolice.gov/services/firearm-services/ or can be viewed in person at the HPD Records Section in Hilo, Monday through Friday, from 7:45 a.m. to 4:30 p.m. Printed copies cost 10 cents per page plus mailing fees and can be requested by calling (808) 961-2233.
