I hereby certify that the following Bills passed first reading at the meeting of the Hawai’i County Council on August 17, 2022, by vote as listed below:

Bill 120 (Draft 2): Amends Chapter 24, Article 8, and Chapter 25, Article 1 and Article 4, Division 5, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Providing, Maintaining, and Dedicating Parking Spaces and Charging Stations for Electric Vehicles. Requires all newly constructed “places of public accommodation” with at least 50 parking spaces to install electric vehicle chargers and dedicated parking spaces under a tiered schedule that increases the required amount of electric vehicle chargers and parking spaces every two years through 2029, and allows an additional two years for existing “places of public accommodation” that seek plan approval to meet similar requirements.

Bill 192: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Appropriates revenues in the State Grants – Career Criminal Program account ($324,512); and appropriates the same to the Career Criminal Prosecution Program account.

Ayes: Council Members Chung, Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and Chair David – 9;

Noes: None; Absent: None; Excused: None.

Bill 193: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Appropriates revenues in the State Grants – Victim/Witness Assistance account ($93,371); and appropriates the same to the Aid to Victims account.

Ayes: Council Members Chung, Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and Chair David – 9; Noes: None; Absent: None; Excused: None.
