Hawai’i County Council Approves Multiple Ordinances, Including Key Measures for Kohala District

At its meeting on November 8, 2024, the Hawai’i County Council passed several important ordinances, including two that specifically impact the Kohala District. These ordinances, along with others related to zoning, budgeting, and public safety, received final approval after their second reading.

Among the key measures, Ordinance 24-87 (Bill 134 Draft 3) was approved, amending Chapter 25, Section 25-2-42 of the Hawai’i County Code to allow amendments initiated by property owners and others. This ordinance passed unanimously with all members present voting in favor.

In the Kohala District, Ordinance 24-88 (Bill 204), which amends Chapter 24, Article 10 of the Hawai’i County Code regarding speed limits, was approved. This ordinance aims to improve traffic safety in the region and was passed without opposition.

Another ordinance affecting the Kohala District, Ordinance 24-89 (Bill 205), amends parking regulations. The measure prohibits parking on pavements and enforces “No Parking at Any Time” restrictions in specific areas within the district. Like other measures, it passed 6-0, with two council members absent.

The council also passed Ordinance 24-90 (Bill 209), which changes the zoning classification of a property in North Kona from Agricultural – 20 acres (A-20a) to Family – Agricultural – 1 acre (FA-1a), allowing for residential development. This zoning change was approved by a vote of 6-0.

Further, two amendments to the county’s operating budget for fiscal year 2025 were passed: Ordinance 24-91 (Bill 210) and Ordinance 24-92 (Bill 211). Both measures adjust the county’s financial outlook to better reflect evolving needs, and they received unanimous support.

In other updates, Ordinance 24-93 (Bill 212) revises building permit exemptions under Chapter 5 of the Hawai’i County Code, aiming to streamline the permitting process for specific construction projects. This measure also passed with no opposition.

Additionally, Ordinance 24-94 (Bill 214) addresses public improvements and financing for fiscal year 2025, while Ordinance 24-95 (Bill 215) authorizes the issuance of General Obligation Bonds to fund various improvement projects, passing with a 5-0 vote due to one council member’s absence.

Lastly, Ordinance 24-96 (Bill 206 Draft 2) was adopted, repealing Ordinance No. 84-39 and amending the county code related to nuclear energy regulations.

The council’s approval of these ordinances signals an ongoing effort to address a range of local issues, from traffic and parking in Kohala to zoning and budget adjustments across the county. These decisions, though often technical, have a significant impact on residents’ daily lives and the county’s ability to manage its growth and resources effectively.
