Hawai‘i County Council Approves Several Zoning Ordinances in December Meeting

HILO – During its meeting on December 18, 2024, the Hawai‘i County Council passed four significant ordinances after their second and final readings. The ordinances, which relate to zoning changes across different regions of the island, were approved by the Council following a series of votes.

The first ordinance, Ordinance 25-1 (Bill 219 Draft 2), amends Section 25-8-22 of the Hawai‘i County Zoning Code. The change alters the district classification from Agricultural – 20 acres (A-20a) to Family-Agricultural – 1 acre (FA-1a) in Kea‘au, Puna. This change affects properties covered by Tax Map Keys 1-6-003:081 and 129. The ordinance passed with 5 votes in favor from Council Members Galimba, Hustace, Kagiwada, Onishi, and Chair Inaba. Councilmember Villegas voted against it, while Council Members Kaneali’i-Kleinfelder and Kierkiewicz were absent. Councilmember Kimball was excused from the vote.

The second ordinance, Ordinance 25-2 (Bill 220), amends Section 25-8-6 of the Zoning Code by changing the district classification in Holualoa, North Kona, from Single-Family Residential – 10,000 square feet (RS-10) to Neighborhood Commercial – 10,000 square feet (CN-10). This ordinance affects the property at Tax Map Key 7-7-009:008. The vote was unanimous in favor, with 7 votes from Council Members Galimba, Hustace, Kagiwada, Kimball, Onishi, Villegas, and Chair Inaba. Council Members Kaneali’i-Kleinfelder and Kierkiewicz were absent.

Ordinance 25-3 (Bill 221) was also passed in two parts. The first part repeals Ordinance No. 10 1, which previously amended the State Land Use Boundaries Map for the County of Hawai‘i by changing the district classification from Agricultural to Urban at Kahului 2nd, North Kona, with Tax Map Key 7-5-017:042. The second part of Ordinance 25-3 repeals Ordinance No. 10 2, which amended Section 25-8-3 of the Zoning Code, changing the district classification at the same location from Agricultural – 5 acres (A-5a) to Single-Family Residential – 10,000 square feet (RS-10). Both parts of the ordinance passed unanimously, with 7 votes in favor and Council Members Kaneali’i-Kleinfelder and Kierkiewicz absent.

The ordinances passed in December represent key zoning and land use adjustments to accommodate growth and development in various areas of Hawai‘i County.
