The County of Hawaiʻi Department of Public Works announced it will be updating the Electronic Process Information System (EPIC), used for permit applications, on Friday, May 23, 2025. The update will bring several user experience improvements and adjustments to online payment service fees.
As a result of the scheduled maintenance, the EPIC site will be unavailable starting at 2:00 AM on May 23rd and is expected to be back online by 8:00 AM on May 26th. During this outage, no new permit applications will be accepted.
The update promises several significant enhancements, including:
- Improved CSS Accessibility: The update will feature enhanced access and navigation tools, making EPIC more user-friendly.
- Bug Fixes – Resubmit Button: Resubmittals will now consistently display the resubmit button as expected.
- Performance Enhancements: Users can anticipate faster file uploads and improved overall system performance.
- Online Payment Updates: Adjustments to the online payment process are aimed at providing a smoother and more reliable experience.
In addition to the functional improvements, the update also includes changes to EPIC system service fees for online payments, effective immediately upon the system’s return online. The updated fee structure is as follows:
- Service Fee – eCheck: Increased from $1.00 to $1.75.
- Service Fee – Credit Card: Increased from 2.95% with a $2.00 minimum to 3.75% with a $2.50 minimum.
- Payer eCheck Cost: Increased from $1.00 to $1.75.
- eCheck Rejects: Remains unchanged at $5.00.
- Credit Card Chargebacks: Remains unchanged at $15.00.
The Department of Public Works stated these updates are part of an ongoing commitment to enhance the efficiency and user-friendliness of the EPIC system. They thanked the public for their patience during the planned downtime.
