Hawaii Public Housing Authority Revises Utility Rates and Allowances for Federal Housing Residents

Honolulu, Hawaiʻi – The Hawaii Public Housing Authority (HPHA) has announced revised monthly utility allowances for residents in federal public housing who are responsible for purchasing their own utilities. These new rates and allowances are effective starting today, July 1, 2025.

The HPHA is inviting written or oral comments on these revisions until July 31, 2025.

The adjustments reflect changes in utility costs and impact several properties. For many residents, this will result in a slight decrease in their utility allowance, while some may see a minor increase. For instance, at Kauhale O’Hanakahi, a 3-bedroom unit will see its allowance decrease by $5, from $202 to $197. At Lanakila Homes I, a 1-bedroom unit allowance will decrease by $6 (from $166 to $160), and a 3-bedroom unit by $4 (from $233 to $229). However, some units, such as a 1-bedroom at Lanakila Homes IIIA ADA Units, will see a $1 increase in allowance, from $127 to $128.

  • Kauhale O’Hanakahi (Big Island):
    • 3 bedroom: Current $202, Decrease ($5), New $197
  • Lanakila Homes I (Oʻahu):
    • 1 bedroom: Current $166, Decrease ($6), New $160
    • 2 bedroom: Current $201, Decrease ($7), New $194
    • 3 bedroom: Current $233, Decrease ($4), New $229
  • Lanakila Homes II (Oʻahu):
    • 1 bedroom: Current $167, Decrease ($7), New $160
    • 2 bedroom: Current $203, Decrease ($7), New $196
    • 3 bedroom: Current $235, Decrease ($10), New $225
  • Lanakila Homes IIIA ADA Units (Oʻahu):
    • 1 bedroom: Current $127, Increase ($1), New $128
    • 2 bedroom: Current $145, Increase ($5), New $150
    • 3 bedroom: Current $115, Decrease ($2), New $113
  • Lanakila Homes IIIA Standard (Oʻahu):
    • 2 bedroom: Current $126, Decrease ($5), New $121
  • Lanakila Homes IIIB (Oʻahu):
    • 1 bedroom (ADA): Current $115, Decrease ($8), New $107
    • 2 bedroom: Current $131, Decrease ($10), New $121
    • 3 bedroom: Current $153, Decrease ($15), New $138
  • Lanakila IV (Oʻahu):
    • 1 bedroom: Current $137, Decrease ($5), New $132
    • 2 bedroom: Current $167, Decrease ($7), New $160
    • 3 bedroom: Current $203, Decrease ($8), New $195
    • 4 bedroom: Current $235, Decrease ($10), New $225
  • Punahele Homes (Big Island):
    • 2 bedroom: Current $168, Decrease ($9), New $159
    • 3 bedroom: Current $202, Decrease ($5), New $197

The HPHA also provided an updated schedule of allowances for the electricity consumption of medical equipment used by residents. These allowances are calculated based on average monthly kWh usage and a corresponding dollar value for the Kona region. For example, a window-type air conditioner (10,000 BTU) has an allowance of $103 for 229 kWh, while an oxygen concentrator (400W) is allotted $98 for 219 kWh. Smaller devices like a CPAP machine (30W) have an allowance of $4 for 9 kWh.

Written or oral comments on the revised utility rates or allowances can be submitted until July 31, 2025, to the Hawaii Public Housing Authority, Property Management and Maintenance Services Branch, P.O. Box 17907, Honolulu, Hawaii 96817. Interested persons may also call the Property Management and Maintenance Services Branch at 1-808-832-4691, toll-free at 1-800-974-4000, ext. 24691, or for TDD/TTY at 1-808-832-6083.

Copies of the revised schedules and rates are posted in all HPHA’s federal public housing property management offices and can be requested by residents at these offices.

HPHA Executive Director Hakim Ouansafi affirmed that the HPHA does not discriminate against any person based on race, sex (including gender identity or expression), sexual orientation, color, religion, marital status, familial status, ancestry, disability, age, or human immunodeficiency virus infection.
