Multi-Agency Operation Leads to Major Drug and Weapons Seizure in Pāhoa

Pāhoa, Hawaiʻi – A coordinated effort between the Hawaiʻi Police Department’s Vice Section and Homeland Security Investigations (HSI) resulted in a significant drug and weapons seizure, including the discovery of possible explosive devices, at two residences in the Black Sand subdivision of Pāhoa.

On Tuesday, June 24, 2025, federal search warrants were executed at two properties on Oceanview Parkway. During the search, officers recovered a substantial amount of illicit materials, including:

Additionally, law enforcement discovered possible explosive devices and bomb-making materials at the scene.

Further action was taken on Wednesday, June 25, when bomb technicians from the FBI, Maui Police Department, and Kauaʻi Police Department responded to secure and remove two partially constructed pipe bombs, along with black powder, flash powder, and other explosive materials. A methamphetamine conversion lab was also located on the property.

Shannon Hostetler, 54, of Pāhoa, was arrested in connection with the discovery. He faces multiple drug, firearm, and explosives-related charges and remains in custody.
