Officer Devon Manuel Recognized for Arrests and Recovery of Stolen Vehicles

Hawaiʻi Island – South Hilo Patrol Officer Devon Manuel was honored as the Aloha Exchange Club of East Hawaiʻi’s Officer of the Month for June 2025. He was recognized for his exceptional work in two separate cases that resulted in multiple arrests and the recovery of stolen vehicles and narcotics.

In early June, while responding to a trespassing call at a Hilo business, Officer Manuel recognized a man not connected to the original call who was wanted on multiple arrest warrants and was known to be armed and dangerous. After a brief foot pursuit, Officer Manuel apprehended the man and noticed he was trying to conceal a key fob that matched a stolen rental car. The man was arrested on his outstanding warrants and for additional charges, including auto theft and drug offenses.

Just days later, while on patrol with a recruit, Officer Manuel located and recovered a second stolen vehicle. He apprehended two suspects after another foot pursuit, and a subsequent search led to the discovery of drugs and additional evidence. A four-year veteran of the department, Officer Manuel was recognized for his strong observational skills and swift action, which were pivotal in protecting the community and advancing several criminal investigations.
