Hawai’i County to Hold Public Hearing on Proposed Changes to Pana’ewa Recreational Complex Rules

The County of Hawai’i Department of Parks and Recreation has announced a public hearing to gather community input on significant revisions to Rule 3, which governs the Pana’ewa Recreational Complex. The hearing, scheduled for Tuesday, June 3, 2025, at 5:00 p.m., will take place at the Aging and Disability Resource Center (ADRC) located at 1055 Kino’ole Street, Suite 101, in Hilo.

The proposed changes aim to modernize the rules for the recreational complex, which includes updates to language, definitions, fees for the Equestrian Center, insurance requirements, and the introduction of new admission fees and regulations for the Pana’ewa Zoo. According to the department, these revisions are part of an effort to enhance safety, manage resources effectively, and ensure the facility remains accessible and well-maintained for residents and visitors.

Key highlights of the proposed revisions include:

  • Zoo Admission Fees: A new fee schedule will take effect on July 1, 2025. For residents, annual passes will cost $25 in 2025, increasing gradually to $35 by 2031. Daily admission for resident adults will start at $4, while non-residents will pay $12 initially, rising to $18 by 2031. Fees for children and minors will remain lower, starting at $0 for resident minors in 2025.
  • Refund Policy: The department has clarified that refunds or discounts will not be available due to unavailable exhibits, animal closures, construction, or other operational issues at the Zoo.
  • Special Events and Access: Rules for activities and events at the Zoo will be tightened, with the Director or Administrator empowered to restrict access if someone poses a threat to health, safety, or welfare, or has violated rules in the past.
  • Other Updates: Changes will also cover insurance requirements for users and general definitions to reflect current practices.

Copies are available for $0.10 per page, with additional costs for mailing.

Residents and stakeholders are encouraged to attend the hearing to provide oral or written testimony. Written comments must be submitted to the Hawai’i County Department of Parks and Recreation Administration Office at 101 Pauahi Street, Suite 6, Hilo, HI 96720, by May 29, 2025, to be included in the official record.

For those with disabilities needing auxiliary aids or services to participate, requests should be made by May 27, 2025, by contacting the department at (808) 961-8311. The department will make every effort to accommodate late requests but cannot guarantee availability.

This public hearing aligns with Chapter 91 of the Hawai’i Revised Statutes, emphasizing transparency and community involvement in regulatory changes. Officials stress that input from the public will help shape the final rules, ensuring they meet the needs of the Big Island community.
