Prosecuting Attorney Kelden Waltjen announced that a Hilo man, 27-year-old Ossian Scott Graham was arrested and charged with possession of an unserialized semi-automatic handgun and felon in possession offenses in relation to an April 23, 2022 incident in Hilo.
Graham was also arrested for three unrelated outstanding warrants.
As the Complaint alleges, Graham, who has eight (8) prior felony convictions, was charged with five (5) offenses including Place to Keep Pistol or Revolver, Owner or Possession of Firearm Prohibited, Ownership or Possession of Ammunition Prohibited, Manufacturing, Purchasing, or Obtaining a Firearm Parts to Assemble a Firearm Having No Serial Number, and Carrying or Possessing a Loaded Firearm on a Public Highway. All five (5) of these offenses are class B felonies and carry a maximum penalty of ten (10) years in prison.
Graham made his initial appearance on Thursday in Hilo District Court. Prosecutors objected to Graham’s release. The District Court denied Graham’s request for release, maintained his bail at $125,000.00, and ordered that he appear for his preliminary hearing on May 23, 2022, in Hilo District Court.
The preliminary investigation was handled by Officers Noah Serrao, Lisa Ebesugawa, and Dustin Chaves, South Hilo Patrol, and the felony investigation was handled by Detective John Balberde, Area I Criminal Investigation Section, Hawai‘i Police Department. The case is being prosecuted by Deputy Prosecuting Attorney Shannon Kagawa.
The charges are merely allegations, and the Defendant is presumed innocent unless and until proven guilty.
