
KAILUA-KONA, HAWAII – The Leeward Planning Commission of the County of Hawaii will hold a regular meeting on Thursday, May 15, 2025, at 9:30 a.m. in the Council Chambers of the West Hawaii Civic Center. The meeting agenda includes a new proposal for a 34-unit condominium complex on Ali’i Drive, as well as a request to revoke a previously approved, but unbuilt, condominium project on the same site.
The meeting will be held in-person, but the commission is also offering remote viewing and testimony options via Zoom and YouTube as a courtesy to the public. However, the notice advises that the meeting will proceed even if remote connections fail.
Key items on the agenda include:
- PL-SMA-2025-000072: Boaz LLC – New Condominium Project: An application for a Special Management Area (SMA) Use Permit to construct a four-story, 34-unit condominium building, complete with a pool and related amenities, on a 1.195-acre parcel located on the makai side of Ali’i Drive, approximately 0.75 miles south of Lunapule Road. The property’s Tax Map Key (TMK) is (3) 7-5-020:021.
- SMA 437: Boaz LLC (Formerly Koa Ventures LLC) – Revocation Request: A request to revoke SMA Use Permit No. 437, originally approved in 2003, authorizing the development of a four-story, 32-unit condominium building on the same 1.195-acre parcel. This request suggests a change in plans for the property, potentially linked to the new condominium project application.
- PL-SMA-2025-000076: David Ebenal – Single-Family Residence: An application for an SMA Use Permit to build a two-story, 4,942-square foot single-family residence with four bedrooms, four and a half bathrooms, two single-car garages, a lanai, and a spa on a 0.345-acre shoreline parcel within the Lanihau Point Subdivision of Kona Bay Estates. The property is located at 75-5436 Kona Bay Drive and has a TMK of (3) 7-5-005:094.
The commission will also review and approve minutes from previous meetings held in February and April 2025. The Planning Director will present a report on Special Management Area (SMA) determinations and minor permits issued during April 2025.
The public is encouraged to participate. Written testimony can be submitted via email to LPCtestimony@hawaiicounty.gov, mail to the Leeward Planning Commission at 101 Pauahi Street, Suite 3, Hilo, Hawaii, or dropped off at the Planning Department offices in Hilo or Kona. The deadline for submitting written testimony is 4:30 p.m. on Monday, May 12, 2025.
