DOH Seeks Public Comments on Air Permit Renewal and Modification for Big Island Hauling

Big Island, Hawaiʻi – The Hawaiʻi State Department of Health (DOH) is requesting public comments on a draft air permit for Big Island Hauling, Inc., dba Soil Plus. The draft permit, Temporary Covered Source Permit (CSP) No. 0856-01-CT, is currently under review for renewal (Application No. 0856-04) and a minor modification (Application No. 0856-05).

Big Island Hauling, Inc., dba Soil Plus, operates self-propelled crushing and screening plants at various temporary sites across the State of Hawaiʻi, with an initial location identified at 74-4925 Queen Kaʻahumanu Highway in Kailua-Kona.

The proposed draft permit, if issued, would grant conditional approval for the company to:

  • Continue to operate one (1) 308 TPH Powerscreen Premiertrak 300 Jaw Crusher.
  • Continue to operate one (1) 253 TPH Powerscreen Maxtrak Cone Crusher.
  • Continue to operate two (2) 441 TPH Powerscreen Chieftain 1400 Screeners.
  • Add one (1) new 441 TPH Powerscreen Chieftain 1400 Screener.

The permit stipulates that water suppression will be used as necessary to minimize fugitive emissions (dust) from stone crushing and screening operations, material transfer points, stockpiles, and plant roads. The facility is subject to federal regulations under 40 Code of Federal Regulations (CFR) Part 60, Subpart OOO, which sets Standards of Performance for Nonmetallic Mineral Processing Plants. If issued, this new permit will supersede the previous Temporary CSP No. 0856-01-CT from January 26, 2022, in its entirety.

Public Comments and Hearing Requests: All comments on the draft permit and any requests for a public hearing must be submitted in writing. They should be addressed to the Clean Air Branch at the address below and must be postmarked or received by August 21, 2025.

A public hearing may be held if the DOH determines it would aid in their decision-making process, based on submitted requests. If a hearing is warranted, a public notice will be published at least thirty days in advance.

The ADMINISTRATIVE RECORD, which includes the application, non-confidential supporting material, the permit review summary, and the DRAFT PERMIT, is available for public inspection online at: http://health.hawaii.gov/cab/public-notices/.

Printed copies of the administrative record (or parts thereof) can be obtained by paying five cents per page. Written requests should be sent to the Clean Air Branch at the address below or by calling Mr. Al Jerome Natac at (808) 586-4200.

Copies of the administrative record are also available for in-person inspection during regular office hours (Monday through Friday, 7:45 a.m. to 4:15 p.m.) at the following locations:

Comments on the draft permit should address, but are not limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including National and State Ambient Air Quality Standards, HRS Chapter 342B, and HAR Chapter 11-60.1.

The DOH will make a final decision on the permit after considering all comments received. Notice of the final decision will be sent to each person who has submitted comments or requested such notice.
