Bill 228: Amends the State Land Use Boundaries Maps for the County of Hawai’i by Changing the District Classification from the Agricultural District to the Rural District at Kawaihae, South Kohala, Hawai’i, Covered by TMK: 6-2-009:015.

Ayes: Council Members Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, and Chair David – 5;

Bill 229: Amends Section 25-8-7 (North and South Kohala Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawai’i County Code 1983 (2016 Edition, as Amended), by Changing the District Classification from Agricultural – Five Acres (A-5a) to Residential and Agricultural – Two Acres (RA-2a) at Kawaihae, South Kohala, Hawai’i, Covered by TMK: 6-2-009:015 (Applicant: Arte McCollough) (Area: 5.848 Acres). Allows the applicant to subdivide the property into two lots with an existing single-family dwelling on each lot, for estate planning purposes.

Bill 231 (Draft 2): Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Increases revenues in the Transfer from General Fund account ($3,000); and appropriates the same to The Food Basket, Inc. account.

Ayes: Council Members Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, and Chair David – 5;

Noes: None; Absent: Council Members Chung, Lee Loy, and Villegas – 3; Excused: None.


Bill 232: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Increases revenues in the Block Grant Program Income account ($250,000); and appropriates the same to the West Hawai’i Emergency Shelter and Facility Energy Efficiency Improvements account, bringing the total appropriation to $400,000.

Bill 233: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Appropriates revenues in the Home Program – Tenant Based Rental Assistance Fraud Recovery Income account ($5,000); and appropriates the same to the Tenant Based Rental Assistance (TBRA) Fraud Recovery Income account.

Bill 234: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Appropriates revenues in the Federal Grants – Fiscal Year 2021 Assistance to Firefighters Grant account ($494,900); and appropriates the same to the Fiscal Year 2021 Assistance to Firefighters Grant account.

Bill 237: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Decreases revenues in the Federal Transit Administration Fiscal Year 2021-2022 (-$2,422,928) and the Section 5339 Capital Grant Fiscal Year 2021-2022 (-$1,861,345) accounts; and appropriates the same to the Federal Transit Administration Fiscal Year 2022-2023 ($2,422,928) and the Section 5339 Capital Grant Fiscal Year 2022-2023 account ($1,861,345).

Bill 243: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Increases revenues in the Fund Balance from Previous Year account ($7,000,000); and appropriates the same to the Roadside Maintenance Service account ($3,000,000) and Transfer to Capital Projects Fund-Highway account ($4,000,000).
