Hawaii County Windward Planning Commission Releases Agenda for Upcoming Meeting on May 5, 2022

The following matters are to be considered by the Windward Planning Commission of the County of Hawaii on Thursday, May 5, 2022 at 9 am.

In accordance with the provisions of Chapters 91 and 92, Hawaii Revised Statutes, Section 6-7.5(a) of the Charter of the County of Hawaii; and Planning Commission Rules of Practice and Procedure.

NOTE: Pursuant to Act 220, Session Laws of Hawaii 2021, effective January 1, 2022, Windward Planning Commission meetings will be held online, and the location listed below is open to the public to provide testimony. Thus, the Windward Planning Commission meeting can be viewed live online or at the location listed below.

DATE: Thursday, May 5, 2022 TIME: 9:00 a.m.

LOCATION: County of Hawaii Aupuni Center Conference Room 101 Pauahi Street, Hilo, HI 96720

INTERACTIVE CONFERENCE TECHNOLOGY (ICT): Windward Planning Commissioners and applicants will participate in this meeting via the Zoom interactive video conference platform. The public may provide verbal testimony at the meeting by joining Zoom or at the physical location listed above.

Written Testimony:

The public may provide written testimony via email at WPCtestimony@hawaiicounty.gov or submit by mail or in person at the Hilo Planning office at 101 Pauahi Street, Suite 3, Hilo, Hawaii 96720 or at the Kona Planning office at West Hawaii Civic Center, 74-5044 Ane Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, Hawaii up to two business days prior to the hearing by 4:30 p.m.

The public will be able to view and listen to the meeting live at the time of the meeting by CLICKING HERE.

If the internet connection is lost, the public meeting will be automatically recessed to restore communication. If the lost connection exceeds 30 minutes, the meeting will be terminated.

The Planning Director’s background report (including application) and recommendation report for each agenda item will be available for review at www.planning.hawaiicounty.gov prior to the meeting. This information can also be requested by sending an email to Melissa Dacayanan-Salvador at Melissa.Dacayanan@hawaiicounty.gov. In the case of technical difficulties with the virtual meeting, the recording of the meeting will be posted at www.planning.hawaiicounty.gov no later than 24 hours after the conclusion of the meeting.

Review and Approval of the April 7, 2022, Windward Planning Commission Minutes.

STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS NEW BUSINESS

1. APPLICANT: LAWRENCE PALMER (PL-REZ-2022-000016) Application for a Change of Zone from a Single-Family Residential-10,000 square feet (RS-10) to a Village Commercial-10,000 square feet (CV-10) zoning district for approximately 11,254 square feet of land. The subject property is located at 16-540 Laukahi Place, approximately 150 feet east of its intersection with Old Volcano Road, Keaau, Puna, Hawaii, TMK: (3) 1-6- 002:082.

2. APPLICANT: ACADEMIA SINICA INSTITUTE OF ASTRONOMY AND ASTROPHYSICS (PL-SPP-2022-000011) Application for a Special Permit for the temporary operation of an array of satellite dishes to conduct research on Fast Radio Bursts (FRBs) on an approximately 0.5-acre portion of a larger 21.80-acre property in the State Land Use Agricultural District. The subject property is located at 96-1048 Center Road, at its intersection with North Road, Kaalaala, Kanaio, Wood Valley, Kau, Hawaii, TMK: (3) 9-6-008:067 (or.).

3. INITIATOR: COUNTY COUNCIL (BILL NO. 120) An Ordinance amending Chapter 24, Article 8, and Chapter 25, Article 1 and Article 4, Division 5, of the Hawaii County Code 1983 ( 2016 Edition, as Amended), relating to providing, maintaining, and dedicating parking spaces and charging stations for electric vehicles. The purpose of this amendment is to establish requirements for providing parking spaces equipped with an electric vehicle charging station in places of public accommodation and to establish requirements for parking in these spaces and establishing penalties for violations of those requirements in compliance with Sections 291-71 and 291-72, Hawaii Revised Statutes.
