ARMY TRAINING LAND RETENTION AT PŌHAKULOA TRAINING AREA (Public Meetings and Comments Submittal)

The Army proposes to retain up to approximately 22,750 acres of the approximately 23,000 acres of State-owned land at PTA in support of continued military training. The Army would arrange for retention and continued use of the State-owned land prior to expiration of the 1964 lease to ensure training is not interrupted. Following retention of the State-owned land, the Army would continue to conduct ongoing activities (military training; facility, utility and infrastructure maintenance and repair activities; resource management actions; and associated activities such as emergency services) on the retained State-owned land. The Army also would continue to permit and coordinate ongoing activities by other PTA users (training and other activities such as public use programs) on the retained State-owned land. The Proposed Action is a real estate action (i.e., administrative action) that would enable continuation of ongoing activities on the retained State-owned land. It does not include construction, modernization, or changes in ongoing activities in the retained State-owned land.

Second Draft EIS Public Comment Period

The public is welcome to submit comments on the Second Draft EIS during the public comment period. The start of the Second Draft EIS public comment period begins with the publication of the Notice of Availability for the Second Draft EIS (Documents Page) in the Federal Register on April 19, 2024. The public comment period ends on June 7, 2024. Federal, State, and local agencies and officials; Native Hawaiian organizations; and the public are invited to participate in the Second Draft EIS public review process.

Written Comments:

Written comments will be accepted via the Second Draft EIS Submit a Comment website beginning on Friday, April 19, 2024 and will remain available to the public throughout the Second Draft EIS public comment period, which ends on June 7, 2024. Click on the link below and follow the instructions to submit a written comment.

Alternatively, you may also submit a written comment via email or mail. Written comments submitted via email must be received by June 7, 2024, and written comments submitted by mail must be postmarked by June 7, 2024.

Comments should be written clearly, as commenters will not be contacted to provide clarification. Submitted comments are subject to being published in the Final EIS. Personal contact information will not be published in the Final EIS.

Attend an In-Person Public Meeting:

The public is welcome to attend in-person Second Draft EIS public meetings on

  • May 6, 2024 (Waimea, Waimea District Park) and
  • May 7, 2024 (Hilo, ʻImiloa Astronomy Center), from 6-8 p.m.

During the Second Draft EIS public meetings, the public can review project information and materials, and submit written or oral comments.
